Timing Parameters - Courant Numbers

Courant Number under SWE-ELM modeling approach

Under the SWE-ELM modeling approach, we should be setting the maximum courant around 0.8 to minimize flashiness of the hydraulics in the 2D model domain.  Here is the set of parameters that  typically gives smooth results:

1. Default time step = 1 minute
2. Max Courant = 0.8
3. Min Courant = 0.2

1. # Steps to converge = 20
2. # Doubling times = 3 (up to 8 minutes)
3. # Halve times = 8 (down to 0.23 seconds)
